Sluggish Tsunami Recovery Pits Rules Against Reason"

March 8, an article about Japan, titled
"Sluggish Tsunami Recovery Pits Rules Against Reason," appears on the front page of the Wall Street Journal.
The article tells about the recovering situation in Rikuzentakata.
People living there do their best as possible to recover their life including re-starting their own businesses. However, while they earned their budget, re-construction of the town is really slow.
Why?
The reason is that the rules of government are getting in the way of re-constructions.
Mumumu...
I wish the government policies and the many bureaucratic layers have more flexibility to match common sense.

A couple days passed after reading it.
While the article tells about organization's problems,
my heart has been touched by people who live there and who are forward- looking.
I am trying to express my feeling, but I cannot find the words to do it.
Only be I able to say "Heroic."
